I use these in a tractor-trailer driving down the road and the people who are contacting me say that they can't hear any truck noise in the background. So I would say yes they are noise canceling.

The other is pointed outwards, and picks up ambient noise, that is then suppressed in the signal sent out by the mic system. So yes, these are noise-cancelling headphones, but they only cancel noise in the signal that goes out to the person on the other end of the line. You, since your ears are unobstructed, can still hear the noise directly, and the headset can't cancel that noise. The headset should work with any cell phone that uses bluetooth.

But they are not noise cancelling in the sense of being able to listen to music without the surrounding noises, because they are an open-ear, bone conduction design. They're made so you can listen to calls and music, and still be aware of your surroundings.
