“I am planning on setting up the full SimpliSafe system at a later date but I need a lock with a keypad only in the very short term. Will this system work with just the keypad and lock locally (I understand I will not be able to use the app at this time)?”

Unfortunately, no. The lock is designed to work only with the SimpliSafe alarm base station. The lock has no memory & relies on the keypad PIN codes that were programmed into the base station to work.
