It is not removable though you can cut or snip the piece off if it bothers you. My 6-month old Rottweiler did the honors to my daughter's set but also ate the small in-ear speaker as well, so I would advise using very sharp scissors or a small knife instead of deploying a puppy. (Yes, we bought her another pair [the daughter, not the puppy].)
