Yes, you can shorten or lengthen it as needed by sliding the sections together or apart. Our measurement was the Same as yours. It required separating the two sections, determining where they they needed it, then cutting the two sections with tin snips (easily done) where they couldn't overlap. This Sounds complicated, but will make sense when you look at the actual vent.

Just use a hacksaw to cut it to size.

Yes, but you will need a special scissor to cut the aluminum or something else that works for it. After you ajust the distance you have to cut the sides that is not in use.
