“I need about 21 inches to go from the dryer vent to the wall vent, but the periscope is only 18 inches. If I buy two 18 inch periscopes can the installer cut them and then splice them together? My dryer-to-wall clearance is only 2 inches.”

Yes it could be done you would have to use the foil tape and seal it up real well it basically cut out the center section and extend it
