“If the TV has been turned off and sitting idle for more than an hour, Alexa is not able to turn it on. Alexa responds with "Sorry, provider is having trouble". Is there a fix for this? It works fine after the TV is turned on with the TV remote.”

I have never had a problem like that. After days of not using my TV Alexa can always turn it on. Some smart plugs will power down the outlet to save electricity. If that isn't the case I would try and re-pair your Alexa.
