“Can this be used to dictate letters to be sent to someone (if they have the same recorder)? Would it be hard for an elderly person to do that? I'm looking for a way to allow an elderly friend to send me letters.”

As long as the speech being recorded is audible...you could conceivably use the headphone jack to an "input jack" on a computer and use a program to record the dictation to an mp3 format. There is no way of transferring files from one device to another that I know of
