It can only be used on a PS5 or newer console.

Through remote play (tablet, or phone, or smart device that can receive blu tooth) you can pair the controller to the remote play app-controlled device, then take steps to connect it to the playstation 4. You can try an older method of buying a UBC C to USB A adapter and use it wired. But no current method to wirelessly connect as DualShock 4s did with ps3/ps5.
