You'll need a plug adapter that converts the voltage, and the plug since US region electronics normally use 120v NEMA 5-15 outlets. Search for "travel adapter and converter" here and you'll get some options. I also suggest finding out the voltage of the outlets you have over in Holland, you might be able to find a more permanent solution to the cable issue that way. As I wouldn't expect a travel adapter to last for a very long time with constant usage at PS4 levels of draw.
