“It says I can preorder in the playstation page but in here it doesn't let me preorder it just says "coming soon" can I preorder this before it comes out or do I have to wait until it comes out to buy it ?”

When the Coming Soon title shows, it means you can no longer preorder the selected item. You can only purchase when the product is released in stores, assuming there are any copies available once its released. P.S. To avoid this situation in the future, make sure to preorder months in advance. If you decide to change your mind, just cancel.
