Yes it can as long as you have bluetooth you can use it without wifi. If you are connecting from a phone and you are using pandora or any other service that requires wifi then you would need to be in a hotspot (unless you have data package). But that falls back on the device your playing the actual sound source to the speaker. The speaker itself does NOT NEED WIFI! Hope that helps!

You can stream from your cell phone, but you will ha e to use up your data allotment.
