“Will these provide total noise cancellation even when music is not playing? I want to cancel out sound from an open open environment including keyboard clicking, laughing, shouting, humming lights and HVAC.”

Yes but not complete cancellation to very loud noises. I’ve found AirPods Pro 2nd Gen has better noise cancellation but these are better than the AirPods Max

The Noise Canceling feature of these Bluetooth® headphones is initially set to automatically turn off after five minutes.
