Does this case over the whole screen? null

No, the screen section is cut out.

It goers around the outside and top, but not does not cover the surface glass. Hope that is clear?

No, it does not, but the perimeter of the screen protector is raised, which I like better than most covers as it does afford some additional bump protection for the screen.
