People are misunderstanding my question and giving useless answers. Let me rephrase: I can sign up and order an antenna and Roam service direct from Starlink for use on my RV. But I cannot purchase the same from Best Buy because it is " not available in my area". Why?

To provide high speed service Starlink limits the number of residential and business customers in each area. The number of roam service customers is not limited so you can always sign up for roam service but your speeds can be really slow, so slow that it may cause buffering when streaming videos.

Not enough satellites in the sky above you to support additional subscribers and have good service or no satellites yet above your area to even provide service. Give Starlink time, they will eventually solve both. I am guessing that is you can use ROAM in your area, they have satellites above you, however, if you check, ROAM uplink and downlink speeds are not guaranteed to be as good as stationary home rates. Thus they feel they have enough bandwidth to allow Roam users in the area and will probably throttle their speeds if Home users need more bandwidth. You would have to contact Starlink to check on plans to launch more satellites for your area.
