• Yes, but you need signal to download the app. I downloaded mine a couple days prior to setup

• Starlink does not rely on cell service. It creates its own connection to the internet through satellite communication. To find out whether or not Starlink service is available to your area, visit their web site. They have pretty good coverage, even in areas where cell phone service is spotty or non-existent.
