I does not come with service. When you activate it you will have a choice of services -- mobile, standard, and priority. Mobile is always available but it's the lowest priority so speeds can be really low at night. You may have troubles streaming videos. Availability of standard and priority services depends on capacity availability in your area.

If you try and activate a system you purchased elsewhere and give them your address, they would only activate the service if they have enough to cover adding you to the area.
