• I'm not related to Best Buy but for common sense answer is not possible because of taxes once it gets to Israel, imports are subject to specific rules and regulations

• Unfortunately I don't believe they ship free to israel but from the last time I checked the additional shipping charge was not overly expensive. I don't believe it was at a price point to sway someone away from purchasing. For a good quality mouse it's worth the shipping.
