Yes, we bought it as a replacement for my daughters phone when it broke and popped the card out of her old one and into the new one ... work's great

I lost my previous phone and bought this one, I had to call T-mobile to have it activated as part of the family plan. The call took 10 minutes and the service rep asked for the SIM card number that was in the package. After that it was ready to use.
