Yes, the higher refresh rate can be turned off. The setting is called 'Action Smoothing'.

The purpose of refresh rate is to make any moving object to move smoothly across the screen...rather than appearing to jump or have a staccato effect. The soap opera effect is being caused by something else entirely. There is no content that is 60 hrtz vs 120 hrtz. If you are experiencing an issue, call customer support and they should be able to recommend any changes in your set-up to address this problem.
