Sounds like your co-worker needs to get on some allergy medication. I think the headphones would block some of the noise but not all of it. On a plane, even with noise cancelling on, you can still hear sounds such as a crying baby, or when the captain comes on to announce something. Regular foam earplugs would probably work better for your issue. I guess it depends on just how much this is bugging you.
