“F50_Settings.exe will not open on my laptop no matter what I've tried. I use windows 10 and have already formatted the micro sd card inside the camera. After clicking on F50_Settings.exe and clicking "yes" to allow it to make changes, nothing happens.”

You should keep the entir folder not just setup.exe. setup.exe is looking for other files to configur them but cannot find them. Check their website, probabley you can find those files.
