Usually for the vibration motors one has a bigger/larger/heavier weight than the other. The reason is to try to give a wider range of vibration feedback, from very small (the lighter weight motor) to large (using both motors). I know my PS2 and PS3 controllers had different weights in each handle, having taken apart and cleaned both types. I don't know if XBox controllers are usually weighted the same or not though. The only problem I've noticed is that the vibration seems to go on too long sometimes.
