“If you buy the two pack of the Tile Pro or a four pack of the Tile Mate, are they packaged individually inside the box? Would I be able to give individual trackers of a multi pack as gifts with paperwork or is there only one set of paperwork/ directions?”

Only one set of paperwork/packaging with eh multi-pack. You can order in bulk (for a savings) from the Tile website.
