“Can I watch a TV program and record a different TV program that is on at the same time? The manual says NO. Questions applies to both Toshiba VCR/DVD combo players.”

No, you can't. This recorder, and all current Toshiba recorders, does not have a tuner. With older VCRs, you could watch one program while recording another because the recorder and TV each had a tuner. The recorders tuner was tuned to one channel, and the TVs tuner was tuned to a different channel.
