It is dual core. I've found celeron to be generally reliable though it won't be able to compete in performance with i3+ processors. The 1037U is the ultra low power (17W) version of the processor. This equates to lower power consuption, but I think the graphics component will be proportionately less than a higher power processors of the same type (ending with an M). That's a trade off: if you don't play games, you might appreciate the extra battery life.
