Yes. The touchscreen function can be used with keyboard and mouse/touchpad or it can be used in "tablet mode" where the other input sources are turned off. User's choice.

The built in ones work concurrently with the touchscreen. Do note that the built in mousepad doesn't work great(probably just cheap plastic built), so having your own mouse or using the touchscreen works the best.
