If you are saying you want to use the phone without any Internet access via WIFI or via the Total By Verizon data, yes you can do that. You just have to turn off WIFI on your phone and turn off your cell phone data. Or buy a plan with no data. There are other MVNO bring-your-own-phone companies that will offer a better deal and a free SIM card besides Total By Verizon - which has terrible customer support. If you are asking whether you can use the phone as a HotSpot to provide Internet access for other devices connecting to your phone wirelessly for Internet access, yes you can do that. But Total By Verizon limits how much you can do that and will slow your access speed down considerably if you rely on that as your primary Internet data supplier. There are other MVNO companies that will provide you with better data packages for your phone than Total offers. Just search for a company that will work with your phone. There are a number of them that use the Verizon network so that should not be a problem.
