• I don't see a reason why it wouldn't. A switch has no idea what type of device, be it a direct wired ceiling fixture or an outlet. it's supplying power to. All the switch is doing is controlling the flow of electricity - off or on. In essence, with a setup like this, you're turning the receptacle into a smart plug via the smart switch.

• Yes, it will just take the place of your switch that controls the rope light. It will not work on a 3 way switch that controls a device with more than one switch.
