After buying the 19.99$ phone, you will need to purchase time for your phone. The easiest and cheapest is to go with TracFone. You will get, minutes, text, and data. Depending on which phone you choose, many of them are triple in, minutes, text, and data. And they are good for 90 days. Then you will need to add more, however any unused minutes, texts, and data will roll over when you add the next 90 day plan giving you more time for you money!
