Well, its a Tracfone so if you want to use it with another service provider other than Tracfone I don’t think you can. When you power it up it will prompt you for activation using Tracfone. I think that means it is ‘locked’ in the sense that you are asking. Probably better to buy a phone for your mother wherever she is, that way you can tap in to a service provider where she is located.
