TurboTax Premier 2023 Tax Software, Federal + E-file & State allows you to e-file up to 5 different returns. If you're using TurboTax Premier desktop software and you need to prepare a second state return for another individual, you can easily do so. With TurboTax Desktop, you can prepare and paper-file as many state returns as you want. However, please note that the software only allows e-filing returns for up to three states at an additional fee.

Yes, as far as I know you can prepare any number of returns as separate files. You get one free Federal e-file and will be
charged for any additional Federal or state e-files.
Each additional return you prepare will go through the complete state and Federal process/
