A:AnswerYes. I have the exact same problem. If you press buttons on the controller it may fix it but only while you continue to press buttons. Try moving the right stick during cutscenes. My friend who has the arctis 9x is also having these problems so it is likely with the xbox itself but Turtle Beach may be able to fix it with a firmware update, we'll see.

Technically this headset is supposed to work on pc if you buy an xbox wireless adapter for PC (or have one built-in to your pc) or through bluetooth (not ideal for gaming due to latency) but in my experience it does not connect very well to pc (see my 3 star review on this page). You might not have any trouble though. I would not recommend this headset for pc until they update the headset to fix connectivity issues.
