If the charger has enough lights indicating that the charger is fully charged, then I would say the problem is most likely in your phone. Best way to be sure, is to try to charge other phone or device using that charger and see if it works better or try to charge your phone from the wall or from other portable charger and see if the problem continues then it it you phone.
