Is this going to charge a Samsung Galaxy Note 3? null

Comes with a short (like 4”) tether to a USB micro end. If you have a cable for your device, you can just plug the USB A standard end into the USB port on the device. Device also supports wireless charging. One full recharge of my iPhone 8 from about 20% battery life reduces the Tzumi battery from 100% down to about 38%, so it won’t recharge twice fully, but I’ve found it to be quite useful.
