No - the speed is only an indication of how fast you can potentially write to the disc. (Sometimes, depending on your hardware, you get better results if you burn the disc at a slower speed.) If you want to fit 7.726 GB of video onto a 4.7 GB disc, you'll have to use some other application (like Nero Recode) to reduce the size. This usually works well, and most people won't notice the slight loss in quality.

It is like you can't put 12 ounces of water into an 8 ounce glass. The 4.7 GB disc only holds 4.7 GB of data. So if you had a program that would compress your data that was 7.726 GB you could fit it onto a 4.7 GB disc, but remember, whenever you compress something such as video or audio, you lose quality. It would almost be like trying to put the video from a Blu-Ray disc (Usually 25 GB or 50 GB for Dual Layer Discs) There would be no possible way to fit it onto a 4.7 GB DVD disc without a major compression of your video. If you wanted to copy video from a 7.726 GB disc, you could use the DVD9 discs
