• Yes, you can carry over your phone number. I purchased a plan thru verizon for unlimited talk, text and data.

• The device is the prepaid phone so I don't think it comes with any minutes I think you have to purchase them starting at 30 minutes. I only know this because Verizon said that I needed to activate it with a prepaid card before I start.
