Yes, if you currently have a pre-paid Verizon sim, you can swap that sim card into this one.

Yes. What I did was buy the phone and then call my carrier's customer service department to transfer the number to the sim card in the new phone. I thought I could use the old sim card, but that's not the case. However it was pretty quick and pain free to change the old number to the new phone. You need all the sticker information on the box before you make the phone call.
