This is the second Samsung J7 2nd generation phone I have purchased from Best Buy in the past 18 months. I gave the first one to my grandson. But I have had no problem with 4G. As a matter of fact...even when its not on a call it shows 4G at the top in my status bar. Maybe you should go to you settings and make sure it is set to 4G or download your updates regularly.
