“Can I use this device to extract files from my old compaq windows xp hard drive and save to my new toshiba windows 8 laptop? The compaq wont startup and I have important files I want to keep.”

No Old Compaq computer is dead via power or HDD damage This is for a working computer to a new HDD. If the old HDD is not damaged then buy a HDD docking station and move the files to Laptop But if your old HDD is damaged even with a docking station you will not be able to see the HDD files.

If it is a SATA connection on the old drive then yes you should be able to use this to get to the files. Unless one of the reasons the old computer won't boot up is because the drive is not spinning.
