“I just bought this display..was casting from my laptop but it said it was only 1080p. how do I get it to cast 4k? or is 4k casting not available? in which case there really is no 4k on this "tv"”

You need to stream 4k videos, the tv doesn't upscale 1080 videos to 4k. But streaming isn't the only way to see 4k, the new ps4 has 4k available, many new blu ray players, hdmi offers 4k as well

To watch native 4K content you need to have a 4K video to watch and ensure that your internet speed and the service subscription (if required) allows 4K casting. Content from Netflix and Vudu does support 4K as long as you rent the 4K version or your Netflix subscription allows 4K
