“Is piece #9 from the instructions required for the structural integrity of the storage console? I'd like to remove this divider on the 2nd level (under the tv shelf) so my sound bar can fit on this shelf.”

Hi Chris, Yes, part #9 is structurally required in the build of this TV stand as it supports the top. The only optional parts (that are okay to be removed) are the three adjustable shelves.
