“Can this be used to store DVR recordings from DISH TV?”

Yes, in fact in the past I have used it for that purpose

I don't know anything about dish, but if your device has a USB then I would think so. Before making the investment, buy a cheaper USB drive and plug it into the device and see if it works. If it doesn't not sure why a larger drive wouldn't work....unless the power in the USB won't be big enough for a large drive.
