“Is the power on all the time or just when accessing it?”

• That is controlled by the device it’s connected to. My DVR shuts it off during inactivity, but the former version of firmware (DVR) did not shut it off.

• It depends on the way you set it up, I have mine go to sleep when not in use. But I am sure it is still consuming a little power when in standby mode.

• On all the time. Can be a bit noisy too. Put mine in an out of the way location as the USB cable is pretty long.
