• Yes it does. If you don't want that or it is too quick or slow to shut down the included WD Drive Utilities can be used to change the time out or turn it off entirely.

• Spin down is set on your computer, not the drive itself. So no, it will not spin down after a period of inactivity unless you set it to do so.
