I'm not an expert. the following is based on my usage. Yes. You have to create shares (folders where you store your files). You also add users (user profiles for those you grant access to the drive. Once you create shares, you can leave them publically accessible to any user, or you can make it private and give read-only or full access rights to users in any combination.
