That's up to Windows and how you format it. For the best cross platform compatibility use exFAT as your format type. macOS cannot write to NTFS and Windows requires help to read/write HFS+ (mac standard). exFAT will work on both.

Please try again later.If you are reformatting the drive (warning: any previously written files will be lost), you should format it to the exFAT filesystem which is recognized by both Mac and Windows. Then your drive will be fully compatible with both operating systems. If you've already formatted the drive to Mac format and stored many files (making a reformat to exFAT impractical) then you will have to install additional software on your Windows PC to give you access to a Mac drive. HFSExplorer is a free program that allows you to read Mac drives on a PC. If you need both read and write access, you'll have to purchase some software like Paragon HFS+ or MediaFour's MacDrive. Look them up on the Net.

Reformatting is wasy, on a PC simply right click on the drive and select format. If you are only going to read files, you do not need to reformat.
