Yes , its great because it can hold not only pictures but video as well. As you know video takes up a lot of storage space this helps alleviate that.

Yes you can format it for whatever purpose you need. You can backup any files or the entire drive. I am just using it for large 4K video files.

You can use this to just back up photos, but I'm not sure why you'd want to buy a 4TB hard-drive for that purpose. I have thousands of photos stored on my computer, and I've barely broken 400MB. You'd be better off buying a smaller (and cheaper) hard-drive if that's all you need it for.

Or you could get this one, store your photos, and then do the smart thing and use it to back up everything else too. I can't imagine anyone being able to fill a 4TB hard-drive with just photos.
