“When the volume is raised to highest setting it sounds no louder than about the half-way setting. My 96 year old mother cannot hear this TV at all and comparing it to my own and her last one this is nothing close to high volume. Help!?!?”

I just bought the 24 inch Westinghouse as well and I also think that the volume is terrible. All the way up is not much more that half the way up and half the way up is not much higher than the lowest volume setting. Also, the sound quality is not good at all. I have heard and believe that most television manufacturers intentionally do this to try to make you purchase a sound bar in addition to the television. Other than the sound quality and volume issue it is an overall decent little television for the purpose that I bought mine.
