It is only 1 You can send the broken one back to Zagg and get a free one in the mail.

I think the price is what it is because this company is very good about replacing your screen protector if it gets cracked or broken. My mother has had 2 replaced and my brother has had 3 replaced. They're both very hard on their phones and as long as they had the receipt (I believe that is all they needed), they were able to get a free replacement. You might just have to register your purchase first. I don't remember for sure.

If you register it on their website, you just pay the $6 shipping for a new one. Make sure to keep the cracked one though because you'll have to send it back to them in the packaging they provide.
