• Yes, the cameras are plugged into the outlet for working. You can place it on a window sill if you are not intended to drill a hole.

• they can sit on window sill but I tried my indoor one looking out and all I could see was my screen, if you don't have window screens it should work fine.

• Yes, you can just plug them in and connect to your wifi to see them. I have one set up in my window pointing at my front door. If there is any movement I get notified through my phone.
